I've moved the file to http://icculus.org/gtkradiant/files/ from their
old repository.
I also cleaned it up and reorganized to some extent, mostly to clearly
seperate the different releases.

I still need to have a look at what to put on the site itself. I
remember you had some pretty good compiling docs, can you ship them
over as well and I'll put them on the main site?

And if there is a ready to use windows binary, I'd probably want to
put it on there too.
