Yes, this contains the 1.1 fixes, this should be both Server and Client side.
You should not have a problem connecting with earlier versions but I'm verifying that right now.

Does the 1.2 patch contain the 1.1 patch?
ie. If i reinstall CoD4 do I need to install both patches or just 1.2?
I spoke with IW about this and asked a few questions.
Q: Is this patch clientside or serverside?
Q: If players have 1.0 and 1.1 games can they connect to 1.2 servers?
A: Yes clients with any patch should be able to connect to servers with any patch
