Legal issues of running a cod4 server?

Hello.

I was wondering if one has got to own a copy of the COD4 game in order to
run a dedicated server? The reason I'm asking is that nowhere in the
installation process one needs to specify the serial number, just copy some
files and start it.

So, my questions are:
   - Does one have to own the game?
   - Why are there people asking about cracked servers and what is exactly a
cracked server?
   - If I have a localized game, does that affect the clients connecting
and, if so, how to legally provide the localization files of each language?
