[cod] Set optimal Settings? ( was: Server crash dialog error on restart )

More info on this it seems the speed check is broken. On some
of our machines we are constantly getting this issue and here's
what the difference is in the config saved:
seta sys_cpuGHz "2.21018"
vs
seta sys_cpuGHz "6.91138"

This is on an AMD64 X2 ( dual core machine )
