setting sv_fps is going to make your system work even harder.  Have
the two or three guys that are in your server with high pings to use
"traceroute" if on linux, or from Windows, get to a command dos prompt
and type

tracert 62.141.63.159 

Watch for normal pings, and then a few to jump really high.  Most
likely, it appears that your server and your connection are fine.  If
EVERYONE was having high ping problems, then I would think it was a
configuration issue, but being that two or three guys are having
issues, Im thinking one, its either on their end, or two, the routing
from where they are to the server is screwed.   Meaning (and you will
see exactly where when you use tracert) you will see the part of the
connection that goes bad by the sudden high ping jumps in the tracert
output.

The two people that have high pings in your server, it seems their
ping is very alike if not mostly equal most of the time in the 300's. 
Are they coming from the same IP, or are they sharing their Internet
connection to your server?  Are they using broadband?  You mentioned
that their pings were fine in other servers, so I recommend this:

Have them both do tracert to your servers' IP address:

tracert 62.141.63.159 


Then, have them tracert to a server that they get better pings on and
then you can compare them.

Unfortunately, if they dont have anything misconfigured on their side
(the guys of yours that have high pings), then its most likely
routing, which you probably dont have control over, rather its a
conglamoration of several ISPs.

What you can do is wait a week or so and try again, routing is always
(usually) changing between routers on the Internet, so in a short
period of time, things might correct themselves.

I had this happen long ago, I used to ping 20 to a server, and all of
a sudden its locked at 150.  I could do nothing about it, then one
day, I had a 20 ping again after several weeks.

Routing issues suck, but at least they give you some idea on what
might be going wrong.   You might be able to drop their ping down a
little with having them adjust their rate, or you might adjust the
sv_maxrate on the server to be like 10000 and then test things out,
but thats really all.

I run a 40 player TDM COD:UO server, and its packed 24/7  - I had to
lower the sv_fps to be 16, otherwise the game chunks and lags, which
this probabably isnt relevant to your server, just commenting on
someone changing it to 25.
