1.3 Servers still dropping from the ingame browser

IW still has not fixed the in game browser.  A refresh will show varying
numbers of servers from 1221 to 2942.  Who knows what number is correct.
Unless the refresh is >1800, our servers won't show on the list.  This
problem needs to be addressed by IW immediately.  I have customers
complaining about dead servers because no one can find them.
