Not seeing any packets drop here either.

Same machine also has q3/sof2 and enemy territory running on it with no
problems on the status command.

This seems to be from firewalls/routers dropping fragmented udp packets. If
sniff the wire you can see this. I suspect most firewalls are dropping
fragmented udp packets. Can someone check their firewall logs to see if
that’s the case?

That's actually not a 'real' RCON status you are receiving, that is just a
tcp query, which returns serverinfo and players.

(RCON output of status would include GUID, IP of each player)

Also, uptime does not seem to be a factor at all.

So far, I have tried every program out there, and have not been able to get
a true /rcon status of any CoD server with 24 players on it. Programs like
qstat and others that do query's to the the tcp port will return a player
list/ping/score and the basic server info, in raw form:

No. I don't see it on a windows server. But I do see it on Linux. The
magic number appears to be somewhere between 15 and 17. The log will
post the command, but there is no response. Now, for the weird
part..... If I use a 3rd party software like Autokick or AR Tray Spy, I
can get a status, but NOT in the game console.
