[bf1942] BF2 10 player start limit

Well you can but nobody wants to play until 10 people are on - so people are
hesitant to stay when they join and see a giant message that states the game
will start with 5 more players join.

We are most likely the minority and play the game for fun, while everyone
else plays for stats.

You can't play when the server first starts up? When did that change? You
can't accumulate stat points before you reach 10, but you should be able to
do more than "nothing".
