We were discussing this at TacticalGamer.com and one idea is to meet once 
an hour on the server or on TeamSpeak to try to get a big enough kernel 
together to get things started. You can also use tools like All-Seeing 
Eye's friends list to find your regulars on other servers and let them know 
it's time to play. If you don't mind getting cellphone text messages, you 
could provide a place for regulars to register their cellphone email 
address and send an alert out on a private mailing list.
