CRASH: Player <id> accepted commander role without being offered it

Just had an odd one. Server crashed on windows, showing an error along
the lines of

Player 9 accepted commander position without being offered it

I didn't have time to check, but I think I was player 9, and I had
applied for commander position without accepting, then called
admin.restartMap. A few seconds later, the server crashed with this
error
