[bf1942] ServerSettings.con permissions changing at startup

One work around may be to change the umask of the user that the server
runs as.  It sounds like the server is opening the file then saving it.
If the permissions aren't hard coded in, hopefully it gets the
permissions from the umask.

I'm finding that the server is changing the permissions of
ServerSettings.con to 600 shortly after startup. This is interfering
with my web-based editing script, as I'm putting apache in the bf1942
group to give it access to that file.

Does the server really need to modify the permissions of that file? Does
it dynamically read or modify it, such that it should only be edited
with the server stopped?
