WebAdmin sections in .ini file

Here are the sections I edited to enable WebAdmin:

[UWeb.WebServer]
ListenPort=7780  #port you access ../ServerAdmin/
bEnabled=True

[xInterface.Tab_MultiplayerHostServerSettings]
AdminName=luser
AdminPass=1234

I believe that is all I really had to change to enable it.
