[referencer] PATCH: Build system cosmetic changes

Hi,

please find attached a patch proposal.

It includes some changes only to the make/configure files.

Outline of changes:

  - renamed 'configure.in' to 'configure.ac' and updated it to use the
preferred way of using 'AC_INIT'. Also, I added the 'MAINTAINER_MODE'
conditional, which is set by the '--enable-maintainer-mode' argument to
'configure'. It is not yet used in the makefiles.

  - other minor cosmetic changes in 'm4/python.m4' and 'po/Makefile.in.in'
