I imagine the reason would be to normalise the OpenAL wrt to the existing Q3
sound system, so you can switch between them without big jumps in gain. I
realise this is highly likely to be platform specific. It was in the original
code dump for the OpenAL implementation though, so your guess is as good as
mine as to its actual purpose. If it doesn't cause any problems I see no reason
to just set it to 1.0.
