my alternative implementation

This seems like a good idea, but in my opinion it's redundant to add a new
command: it's always possible to tell which syntax we want by the number of
arguments we have.

Here's my take on it then: an addition to the existing Cvar_Toggle_f
I also think my way of doing it is a little simpler than yours.
