[quake2] Release 0.15!

Ryan et al,
I've removed the reference to glXGetConfig from the linux src as it 
seems incompatible with some people's GL drivers.  tags have been moved 
and the tarball updated so we should be good to go with a formal 
release...

(ps I added in the SDL Joystick patch too...)
