[physfs] PhysFS_Init fails on Windows 10 update 1809

Just realized I made a fix and never pushed it to revision control. This 
seems like a better fix than mine anyhow, so it's now 
https://hg.icculus.org/icculus/physfs/rev/ece6769c0676 for the 
stable-3.0 branch and 
https://hg.icculus.org/icculus/physfs/rev/daea7f45a2f2 for the default 
branch.
