This looks promising.  Your example command did not seem to produce any  
changes on my system, but I will dig further into xsetroot.  Thank you.

There are Xcursor.Size and Xcursor.theme.  However, they do not affect  
the cursors of currently open windows.  Still, Openbox menus and whatnot  
will show new cursors after running --restart.
