[openbox] resize maximised windows?

The following is from the default configuration file, and it works for me on a
maximized or unmaximized window:

    <mousebind button="A-Right" action="Drag">
      <action name="Resize"/>
    </mousebind> 

I also tried with a keybind, and that worked, too.
