[openbox] Can the right-hand side monitor be primary and the one on left-hand side secondary?

I've tried that.

xrandr --output HDMI1 --primary --right-of VGA1

The smaller monitor becomes the one on the left as expected, but it totally behaves like it's the primary monitor, stealing all of the components I associate with "primary.".
