[openbox] Quake-like-console configuration: problem with ForEach action

Oh, <query> doesn't exist in 3.5.2. That explains a lot. Move those back
out of the <query> tag and it'll see them again. The <query> tag was added
to extend ForEach, which also isn't in 3.5.2.
