  Alas, this is so.
  Perhaps you will useful the patch that introduces utf8 support for the
accelerator keys:
    https://bugzilla.icculus.org/show_bug.cgi?id=6364#c3.
  And see the bugs 6371, 6372 also.
  For Cyrillic it works.
