Assuming you're running the code from github, where this option has been
reimplemented on top of least overlap behavior: this is a
misunderstanding.  It doesn't place windows in the center of the screen
but in the center of the free area which has been chosen (independently
of the center option) for the new window.  And it only does that if such
placement can be done with no overlap.
