[openbox] debian testing oddity

there's been a lot of discussion about this in various forums (crunchbanhg...)
who's actually creating install-recommends? is it only for apt, or other ditros also?
well if you don't check how far a recommend goes down the dependency tree, it should be disabled by default imo.
