By default shading, by specifying which application should start up
shaded. For example:

  <applications>
    <application name="xedit">                                                  
     <shade>yes</shade>                                                          
    </application>                                                              
  </applications>

Doesn't work for me as well, in Openbox 3.5.0, Xubuntu 13.04.
