[openbox] Can't create a valid menu.xml

Yes:

     <file>/root/.config/openbox/menu.xml</file>
     <submenuShowDelay>100</submenuShowDelay>

Yes. As I said earlier, copying

/usr/share/lxde/openbox/menu.xml

to ~/.config/openbox/menu.xml produces the same failure. This is what  
makes me think that a "higher-level" rejection (e.g. "no root login") is  
taking effect.
