Have you tried replacing the hyphens with their equivalent HTML
number, '&#45;'? If not, try something like:

    1      <keybind key="C-S-c">
    2        <action name="Execute">
    3          <execute>chromium
&#45;&#45;proxy-server="https=127.0.0.1:8118;http=127.0.0.1:8118"</execute>
    4  <!--        <execute>chromium &#45;&#45;no-proxy-server</execute>-->
    5        </action>
    6      </keybind>

Works for me :)
