I've read the comments thanks and I've now experimented with the Openbox code.

What I did was to find the path in the focus_cycle() code which my
configuration triggers and added code to emit NET_ACTIVE_WINDOW.

Based on your comments, I can see why this by itself is certainly not
the correct general solution, but this appears to be working for me
for my specific Openbox configuration and Openbox usage pattern,
although I expect it not to work correctly with a different
configuration.
