I have the following in my rc.xml file.
    <keybind key="W-Tab">
      <action name="ShowMenu">
        <menu>client-list-combined-menu</menu>
      </action>
    </keybind>

And everything works fine. Maybe something is grabbing your keyboard or focus (firefox likes such a things).
