Read the section about _NET_WM_STRUT and _NET_WM_STRUT_PARTIAL. I think it
is
well explained what is meant by a strut... Basically when a client sets a
strut, it tells the window manager that this area should not be covered by
maximized windows (so usually panels set a strut)
