Ok I ran xfce-setting-show, and i set the icon theme to "Elementary".

Then I ran Thunar, right clicked on the trash can in the thunar
window, and selected "Empty Trash".  The empty trash dialog displayed
without any problem.

So there must be more to it somehow..
