[openbox] Focus stealing/assigning issues (was Re: [openbox] Issues with Openbox 3.4)

This is actually because we're intepretting the raise as an attempt to
get attention, and giving the window focus.  See the thread about
gnuplot if you want.  This will no longer happen in the next release
though.
