Disabling raise-on-click

  Is this possible?  To clarify, if I have two clients A and B, with the
 pointer being the asterisk:

    +-----------+
    |A          |
    |    +----+ |
    | *  |B   | |
    |    +----+ |
    +-----------+

  A can easily get the focus while still underneath
 (focus-follows-mouse, e.g.), but if I click the mouse button, A is
 raised to the top of the stack and B vanishes.  Is it possible to
 disable this somehow?
