[openbox] Raised windows

The raise on focus don't work, it only raises the windows the mouse focuses
on.
What I mean is that when I try to switch holding ctrl+h (before I release
the buttons to chose the window) only the border around the window is raised
on top, rest of the content stays below the overlapping window. It looks
really strange.
