I did some re-arranging of screens now and some bissecting.

Monitor Layout, horizontal: A B C D

* Mouse Cursor is on A or B
** Meta-C: console always opens UnderMouse

* Mouse Cursor is on C or D
** Meta-C: console always opens at the rightmost edge of B

This happens with any Qt window and most GTK windows.
