Not exactly.
 
We're configuring a kiosk type device, and need to have fairly precise programmatic control over what apps appear on what desktop, their position, and so forth.  We need to undecorate apps whose purpose is to provide toolpad functionality.
 
The patched wmctrl and per app setting are just what the doctor ordered, thanks, gang!
