Clarification on themes and background

Hi folks,

I'm a newcomer to Openbox and enjoy it immensely. I want to be sure I'm 
clear on one concept (OK, one, for now) regarding themes. When the 
documentation says "Themes do not provide a means for setting the 
background," does that imply that a user cannot add a rootCommand: 
xsetroot  or fbsetbg, or bsetbg to the theme file? That a background 
must be set completely independent of the theme file?
