Screen Boundaries

Is there an easy way with openbox to set up a perrimiter around the
edges screen?

What I am actually looking to do is leave 1 pixel between the top of
all windows, and the screen.  This way there is a "free" spot where
even if a window is maximized, you can still push the mouse all the
way to the top of the screen, roll the mouse wheel and move to the
next virtual desktop.

Does that functionality exist?
