OpenBox 3.2 and toolbar

Ok maybe I'm confused because I've been looking for this for a while and
I can't find it.  In older versions, i have seen a toolbar where things
can minimize to, I've been told it's the toolbar...but I've been looking
for it in version 3.2 and i can't find it, in fact, things disappear
when they are minimized and i have to get them back by the desktop
context menu.

Is there something like what I'm looking for available for OpenBox 3.2?
