Multiple menu files

Based on the comments in the ~/.config/openbox/rc.xml it would appear
that multiple menu files are supported:

  <!-- You can specify more than one menu file in here and they are all loaded,
         just don't make menu ids clash or, well, it'll be kind of pointless -->

However, when I try to add a personal menu file
~/.config/openbox/menu.xml, and restart Openbox from the root-menu I'm
stuck with no root-menu until I remove my personal menu file and
forcibly restart openbox.

Any pointers on what I'm doing wrong here?  Are multiple menu files
not supported?
