Personally, I'd say that focusing an arbitrary window just because the
current one is losing focus (the reason isn't relevant, really) would be
the bug, not the absence of focus.

Now, if iconifying a window causes an ENTER event on another window, I'd
expect the window receiving the ENTER event to become focused.  Like, say,
you have two windows overlapping.  Otherwise, no window should become
focused.

I've just checked, that's the way 3.1 behaves for followMouse=yes.
