ToggleMaximizeFull & parse_expand_tilde fixes

Hi,

currently ToggleMaximizeFull doesn't work correctly (in my opinion) if  
window is already maximized horizontally OR vertically.  openbox-3.1- 
maximize.patch changes the action to maximize window fully instead of  
unmaximazing it when window is already partly maximized.

openbox-3.1-expand-tilde.patch changes parse_expand_tilde function to  
expand tilde only if it's not quoted.  This makes it possible to have  
execute action like this:

<execute>epiphany 'http://foo.net/~bar/'</execute>
