Can I make "Smart" placement smarter?

Is there a way to make Smart placement behave differently, especially in
Xinerama?

Right now, new windows appear on the left side of my right monitor,
which isn't where I'd like them.  I was hoping I could stipulate that
they appear at the left of the left monitor (screen 1 is defined as
LeftOf screen 2).

In a similar vein, is Smart placement configurable?  I'd love to tell it
to arrange in columns or rows, from the left or right, or from the
bottom or top.  Thanks.
