 first thing i tried too; but clearly, it would've been too sane and
logical
 you have to put the setting inside <theme> for some weird reason
 like this

<theme>
 <name>kz</name>
 <titlelayout>ILMC</titlelayout>
 <keepborder>no</keepborder>
</theme>

 (if some of you insisted that it WAS something that belonged to
<theme>, how about having it in both places? ...the horror.)
