Window Lowering Focus Problem

I have a mousebind:

   <context name="Client">
     <mousebind button="Button6" action="Press">
       <action name="Lower"/>
     </mousebind>
   </context>

If I use this binding to lower a window then the focus stays with that 
window instead of the new window under the mouse pointer. I've tried 
adding a Focus action but that doesn't help.

Is there any way I can make this behave like clicking Lower on a 
titlebar behaves, ie. a newly exposed window under the mouse pointer 
receives focus ?
