[openbox] How to avoid raising window when clicking?

Ok, so I did that.  I use alt-left-click to raise windows without
passing the click to the application.  Left-clicking on the client
context now no longer raises any window.... except Mozilla??? 
Seriously, is that an openbox issue, or Mozilla not playing nice with
window managers?
