is there an autoraise option for ob3 ?

Does openbox3 have an autoraise setting. I have been looking for this
but haven't found it anywhere.

Also is there anyway to disable the default window placement and get a
simple one where windows are just placed for best fit from the top to
bottom of the screen. At the moment I am finding that the current
settings put the windows anywhere but where I would like them.
