[openbox] windows and groups of windows

Ah, yea, transients and their parents are raised/lowered together. So, when
the new transient is created and raised, its parent comes with it.

The stacking order of the other windows in the group changes, or they all
raise above windows that aren't in the group. The former would be a bug, the
latter would be expected behavior for the same reason as above.
