[openbox] what about i18n'ed menu?

libxml uses/assumes UTF-8 by default. I think if you set the encoding to another character set, this should fix it.

Example:
  <?xml version="1.0" encoding="iso-8859-1"?>

With this, I can put in high ascii characters into the menu and it'll work ok.
