actually, that was the reason for me to do the profiling: to get a hint
at where in the code this happens; so somebody with a more intimate
knowledge of the source had an intuition:)

gprof also states that 60660 of 60867 calls to window_layer came from
do_lower, 187 from do_raise, and 20 from stacking_add.

from watching the panel: it lowers when it gets focus.  there is a small
(1...2 pixel wide) line at the edge of the screen; moving the mouse
there, and the flicker/cpu hog starts (cpu fan accelerates). that with a
window partly over/under the panel; if the mouse comes from the root
window, then mousing over any part of the panel may start the fight.
